HCNW Staff

David Puszczewicz
Executive Director
 
David “P” is Homeownership Center’s newest Executive Director, joining the organization in 2019.  In his first year in this role, David has brought an amazing level of energy and savvy to the organization as we grow and respond to the increasing need for affordable housing.  David has strengthened HCNW’s community partnerships, elevating visibility and support for the organization.  

David has worked for a multifaceted array of companies and organizations.  David served as the Retail Operations Director for Salvation Army’s Northwest Division immediately before being named as HCNW’s Executive Director.  His experience includes commercial and residential interior design, consumer products manufacturing and distribution, restauranteur, performing arts director, and hotelier.  David is one of the rarest of unicorns, with combined attributes of Goof Ball and Renaissance Man, who enjoys reciting poetry by 16th Century writer Marcin Bielski.

Dolly Small
Director of Government and Community Relations
 
Dolly joined HCNW staff in January 2020, after serving two years on the organization’s Board of Directors.  Dolly supports staff and project managers as HCNW continues to expand its services building and remodeling multi-family and single-family homes.  Dolly brings decades of experience to this newly created role, having held past positions that include Program Director for the US Department of Transportation, diversity and subcontractor manager for Sound Transit and Parsons Brinckerhoff,  Clean Trucks project manager for Northwest Seaport Alliance, financial counselor, and business management and development advisor.  

Dolly is a lifelong Northwesterner who grew up with lots of siblings on her family’s ranches in Idaho and Eastern Oregon. She has been a resident of the Puget Sound area since the early 1980s. Dolly likes to experiment growing heirloom vegetables from seed, then cooking them with fire. 

Tim Kropf
Construction Manager
 
Tim joined HCNW in 1999 to help manage the rehab and remodel of single family homes.  A self-proclaimed “skill collector”, Tim brings his varied talents, diverse construction knowledge and skills to support the mission of the Homeownership Center.
 
Drawing inspiration from Polymaths, it is not uncommon to find him learning new complex skills, like programming or electronics, to improve on his latest creations.
 
Having left Mayberry at a young age, Tim placates the siren call of rural life with a love of nature and a prodigious creative streak.
 
This bio took Tim’s team of ghost writers two months to complete, but he is not a perfectionist.

Tina LaBouvé
Office Coordinator/Homebuyer Counselor
 
Tina is Homeownership Center’s Keeper of the Hearth!  Tina was the first team member brought onboard when HCNW was founded in the early 1990s.  Tina seems to know EVERYONE on Hilltop!  And, everyone knows Tina as the face of HCNW.  Tina has deep family roots in Tacoma and she is a whiz at remembering names and places.  HCNW is fortunate to have Tina’s institutional and neighborhood knowledge to provide help for our clients.
Tina is our Office Coordinator and Homebuyer Counselor.  Prior to joining Homeownership Center, Tina’s rich work experience includes managing her family’s beauty salon, serving as an accounts receivable specialist for Weyerhaeuser, and as an accounting clerk for Brazier Forest Industries.  

Tina has helped deliver nearly every home provided by Homeownership Center since the beginning.  Tina says, “It gives me great joy to participate in a family’s best day ever.”

​Christina Jarman
Loan Counselor/Accounting Specialist
 
Christina has been on staff with Homeownership Center since 1998.  As Accounting Specialist and Loan Counselor with a background in architecture and urban design from University of Kansas, Christina has taken on other tasks that have helped the Organization’s ongoing creation of affordable housing on Tacoma’s Hilltop and across other neighborhoods.  Christina is HCNW’s liaison with mortgage lenders, helping our first time homebuyers understand every step in the process to secure a mortgage loan.
 
Christina also has a strong connection to the military.  She is a self-described “Army Brat”, service member, and spouse of a military retiree.  Christina joined the all-volunteer Army and served as an MP at Fort Myer, Virginia, Support Base to Arlington National Cemetery, and the Tomb of the Unknown Soldier prior to assignment at a joint command AFPD Unit in Washington, D.C.  Christina takes pride in her service to the United States and her past experience helps tremendously in her service to HCNW clients and partners.  On long weekends beachcombing various sandy expanses, Christina likes to collect glass fishing floats to add to her handcrafted “Globe Chandelier”.
